The Druggar are legally purchasing provisions from the city's merchant's guild family, although the restriction on selling to the underworld is a law, the family is breaking it to gain a profit.
The goods sold are not cutting into the city surplus so the deals can be kept off the books.


The Goblin/Trog alliance is perceived by the family as a leverage on the Druggar.

The Goblins have an agenda to building a large enough clan and use the Trogs as foot soldiers and distraction while they build and fortify their hold on the lower range of the mountains. 

The Trogs consider the Goblins a secondary source of food in case they can not gain enough from the humans, and on occasion kidnap and bribe the Araena with Goblin carcasses.

The Druggar do not consider any of the above 3 (Goblins,Trog or Areana) a threat to them, they are building and arming an army for the purpose of launching an offensive on a Drow colony sitting on a rich vain of Gold (and traces of Mithril).
They are also stockpiling food due to a divination foretelling a plague and drought to the region.
