====== Guilds /Organizations======
There are many professional guilds and organizations with in the city as well as specialized orders, with member being registered and accounted for actions.

===== Rogues Guild =====
Every member of the Rogues guild is registered and sanctioned by the city; they are being kept in check by the Wizard's guild, The Temples, The City watch and the Merchant’s guild.\\ 
The guild makes it money from legal actions in the city: Lock smith shops, Theft security Consultants, Cryptographers, Diplomatic Espionage, and Jugglers, any Theft with in the city or within the boundaries of the city watch, bring the guild under heavy scrutiny and powerful magic.

===== Order of Master Tailors, Glovers & Mercers =====

Current holders of the Head of the City Council, the Order of Master Tailors, Glovers & Mercers represents the craftsmen and merchants that supply the fabric, clothing, leather workers. Theirs is  one of the first guilds set up, as the need to outfit adventures, and to increase the value of the raw materials being sent on as part of the city’s commerce.

===== Wizard's guild =====
The Wizards Guild is allowed to train and teach no more the 200 active members in any given 5 year period, research is limited to avoid damage to structures and to population.\\ 
The guild also trains some of the Sorcerers in the city, those are not registered (as they have no books to be tracked), but to be allowed to train as one a prospective Sorcerer needs to be recommended by an official group or guild in the city (or even from outside of the city, but a person has to be "sponsored" to be trained). Recommendations cannot come from an individual (even an existing Sorcerer, but officially from the group).\\ 
The Guild provides services to any that are willing to pay, but reports any such transaction to the city council and watch.


===== The Temples =====
There are many temples in the city for many of the Deities, all operate according to the principals of their faith and the city laws.\\ 
No worship of evil Deities is accepted in the city (though there are rumors of some underground shrines and temples).\\ 
The temples function also as courts, hospitals, free clinics and sanctuaries.\\ 
The temples are exceptionally useful in keeping the Rogue guild in check, whenever a new member of the guild is accepted to the Rogue guild, a “Mark of Justice” is cast upon him to obey the laws of Maltaro (cost paid by the Rogue Guild), the ink is washed but the spell lasts (a rogue that refused the spell is imprisoned immediately, and then has the spell cast on him while restrained and sedated).

===== City Watch =====

The Watch is the local police force and in addition to capturing criminals, its members settle petty disputes, give directions, summon medical and priestly aid, generally performing duties that promote the idea that Maltaro is a city open to all who know how to behave themselves. Most petty criminals are brought before the Temple Courts for judgement, which is outside the City Watch’s responsibility.\\ 

The City Watch was set up by the founders even before the city council was formed, as a response to the increased amount of commerce and trade that the city was experiencing. The Council created them with the mandate to keep the peace, and keep commerce safe.\\ 

All members of the City Watch are lawful by nature and uphold the laws as defined by the city council, to which they report. The Captain of the City Watch has an observer status on the City Council, and the watch cannot be the council leader. Unless, in active pursuit of a criminal, or on a specific assignment, City Watch members can be requeste4d to help the heads and members of the City Council, the Guilds, and Churches. This, of course, means that everyone (over the age of 16) can request help from the watch around to some degree. With the Watch Officer assigning priority as follows:\\

During the [[maltaro:history#thieves_guild_uprising_67-81|Thieves War]] the City Watch, with the Wizards, was instrumental in bringing the Thieves back in line and keeping a watch over them, a job that the City Watch enjoyed as it meant getting to go into places that are usually off limits to watchmen unless called. In the last 50 years the Thieves have established themselves as a “respectable” group and the extra scrutiny has been reduced to a watchful eye. In the time of the Winter Flood the City Watch was called upon to keep order and to enforce the rationing that the council was forced to take.

===== Outer Watch =====

Founded as a result of the [[maltaro:history#the_forest_wars_60-81|Forest War]] in the year 81 as an order of rangers and druids that patrol and maintain the balance of the woods and the farm lands, the watch continued to cover more of the area surrounding the city.\\ 
Then in the year 110, the hordes of the Hill Giant Xillion attacked. During the first year of the conflict the “outer Watch” was all but decimated, with the Chief Forrester being killed. Two years later Forrester Donnely, the new leader of the rebuilt “Outer Watch,” tricked Xillion out into the open and was killed, but in doing so he had led to Xillion exposed himself and Xillion was killed. Xillion's head decorated the main room of the “Outer Watch” assembly building.\\ 
In the year 125, the northern mountains were hit with an earthquake, six month later reports started coming in to the “outer watch” about frantic behavior of wild life, and an unusual migration of bird and predators. It turned out that the city sent out 6 of the most experienced Rangers from the Outer Watch to investigate. 3 weeks later the lone survivor returned with is right arm cut off below the elbow, and his body covered with burns. He reported that the group had uncovered the Dragon Dokajitio. The during the next 3 years Dokajitio terrorized the city and areas outside of the city; and the Outer Watch was unable to do anything to protect the citizens.\\ 

A group of adventurers came from the south and hunted the dragon, in the spring of the year 128. After 3 days they managed to kill the dragon – No one knows who they were, but as the Outer Watch was rebuilt, it was decided that these adventures would be made honorary members of outer watch in absentia.\\ 

Today, the Outer Watch is run by the Chief Forester with a small team of Rangers, Druids, and Barbarians who report to the City Council. The Chief Forrester is a 12 level Dwarven Ranger named Baroen woodacre. His 2nd in command is a 10th level human female Druid who is known as Faye. The Outer Watch is responsible for dealing with trespasses (crimes) against Forest Law, poaching and damage as well as protecting the forests and travelers in them.\\ 

The Outer Watch is comprised of 100 active warriors (Rangers, Fighters, and Barbarians) and 100 Druids responsible to keep the Outer areas protected, and to inform the city council of any unusual activity. In times of need the city will call up additional warriors, wizards, and Druids to help protect the citizens of the city.

===== Coopers' Guild =====

As a town that exports more than it imports, the Coopers’ Guild is responsible to make wooden staved vessels, bound together with hoops and possessing flat ends or heads that are used for storage and shipping. Examples of a cooper's work include but are not limited to casks, barrels, buckets, tubs, butter churns, and hogsheads.
Currently the Coopers’ are led by Becca Cooper (LG), who’s family originally brought the craft to Maltaro in the year 30. Becca is past Council Head of the City Council, having held the position prior to the current Council Head from the Tailors, Glovers & Mercers.


===== Council of Farmer-Grocers =====

Loosely organized council that coordinates the farming activities and sales in and around the city.  The Farmers have never lead the council, and members are reluctant to participate in many of the City Council activities, claiming that it takes too much time from doing real work in running their farm/business. \\ 
Lead by Darrell Hooper (LN),a retired grocer, who has held this position, unopposed, for 10 years. He keeps pushing for higher selling prices on goods being sent downriver for trade, but has had little luck in raising the amount his guild members get. He spends most of his time mediating between guild members who accuse each other of overcharging them for goods needed, while under paying for goods purchased for resale.


===== Dock Workers Guild =====

Managing the activity on the city docks and Wharf side warehouses , Controlling the work force on the city's largest source of commodities.
Lead by Donon Salwan (LG), who kept this position for 15 years, he tried to retire once but was urged to return by the insistence of the work force that find him a true champion for their conditions and fair employment.

The Fellowship is comprised mostly of retired or older members of the Watches, Members of the Fellowship also function and instructors to members of the Outer and City watch learning to maintain their gear.

Membership of this guild is hereditary as many of the families keep the production of their product secret as to maintain it's value.
